You could get electric blue. It doesnt suit many people. but it can look amazing if it suits you. And i think dark brown hair would go well with electric blue. Im not just guessing by the way... i know couple of people with electric blue streaks and one of them has dark hair and it looks amazing.

blonde would look awesome against the dark brown. if ur doing the highlights urself make sure you lighten the areas of hair first and then put the highlights in so the blonde will turn out right and it wouldnt fade so quickly. if ur getting the highlights done professionally, im pretty sure ur stylist/colorist will know what to do. hope i helped
